Resident registration 転入届・住民票

Register your new address at your ward office within 14 days of moving in. This creates your jūminhyō (resident record), which almost everything else depends on.

Deadline Within 14 days of moving in Cost Free Where Your ward office

Last verified 2026-07-10

Who needs this

Mid- to long-term residents (people with a residence card, 在留カード) and special permanent residents who will stay more than 3 months. Tourists and people staying 3 months or less do not need this.

Steps

  1. Find the ward office for your new address You must go to the office of the ward you live in. Select your ward at the top of this page to see yours.
  2. Submit a moving-in notification (転入届, tennyū-todoke) Fill in the form at the resident registration counter within 14 days of moving in. Staff will help you if you ask.
  3. Show your residence card at the same counter Your new address is written on the back of your residence card. If your card will be issued later (it says so in your passport), show your passport instead.
  4. Ask for copies of your jūminhyō if you need them Banks and phone companies often ask for this certificate of residence. Registration itself is free; copies cost a small fee set by each ward. You can request them during the same visit.

What to bring

  • Residence card 在留カード — or your passport, if the card will be issued later
  • Documents proving your family relationship, with a Japanese translation only if you move in together with family members
  • National Health Insurance card only if you are already enrolled — some wards, including Shinjuku, ask for it

Where to go

Go to the ward office for your NEW address. The residence-card address update happens at the same counter, in the same visit.

Common questions

What is the deadline?
Within 14 days of moving into your new address.
Do I also need to update the address on my residence card?
Yes, but it happens at the same counter — your new address is written on the back of the card when you register.
I am staying in Japan for less than 3 months. Do I need this?
No. Resident registration is only for mid- to long-term residents and special permanent residents staying more than 3 months.
I am moving from another city in Japan — anything extra?
Yes. Get a move-out certificate (転出証明書) from your old municipality first, and bring it to the new ward office.

Moving within Japan? If you are moving from another Japanese municipality, you first need a move-out notification (転出届) from your old city or ward, and you bring the certificate it gives you. See the official move-in / move-out page above.
